The Nepal Country Partnership Strategy (2013–2017) emphasized improving the performance of ADB-funded projects. In response, the Government of Nepal requested support, leading to the approval of Technical Assistance (TA 8847-NEP) in 2014. A key outcome of this TA was the establishment of the Capacity Development Resource Center (CDRC) at the Nepal Administrative Staff College (NASC) in 2015 to train staff involved in ADB-assisted projects.
To further strengthen institutional and human resource capacities, ADB approved a new Technical Assistance (TA-10475 NEP) in December 2024. This TA aims to enhance project readiness, improve implementation and supervision capacity of executing and implementing agencies, and strengthen overall portfolio performance. As part of this initiative, ADB has signed a lump-sum consulting services contract (S210285) on 19 September 2025.
Under this contract, NASC has been directly engaged to design and deliver 40 training programs and clinics on ADB procedures, procurement, contract and project management, environmental and social safeguards (including ESF), financial management, GESI, sectoral themes, and sustainable infrastructure practices. At least 30% of participants will be women. An inception report has already been submitted as an initial milestone.
