Introduction

ADB’s social safeguards requirements are fundamental to ensuring that development projects address and manage adverse social impacts, protect affected persons and vulnerable groups, and promote meaningful stakeholder engagement. In ADB-financed projects, effective implementation of Involuntary Resettlement (IR) and Indigenous Peoples (IP) safeguards requires project officials and safeguard practitioners to understand applicable policy principles, government and ADB requirements, and their respective roles and responsibilities. The training agenda highlights the need to strengthen practical capacity in social impact assessment, stakeholder engagement, identification of project-affected persons, inventory of losses, compensation and vulnerability assessment, as well as the preparation and implementation of safeguards instruments.

In this context, the training program is designed to enhance the capacity of project officials and safeguard personnel to apply ADB social safeguards requirements in practice, assess and manage social impacts, prepare key safeguards instruments such as Resettlement Plans, Corrective Action Plans and Social Safeguards Monitoring Reports, and strengthen monitoring and corrective actions for effective safeguards implementation and compliance.

Course Aim

To strengthen participants’ capacity to apply ADB’s Involuntary Resettlement and Indigenous Peoples requirements in assessing social impacts, preparing and implementing safeguard instruments, and monitoring compliance through appropriate mitigation and corrective measures.

Course Objectives

• Explain and apply ADB requirements, policy principles, and compliance provisions related to Involuntary Resettlement and Indigenous Peoples.
• Analyze and assess social impacts, affected persons, stakeholders, and project risks, and determine appropriate mitigation measures.
• Prepare, implement, and monitor social safeguards instruments and recommend corrective measures to ensure effective implementation and compliance with ADB requirements.

Training Approach and Methodology

Adult learning principles will be used to facilitate the learning of the participants. Particularly, instruction techniques such as interactive lecture, group exercise, group presentation and site visit will be used to enhance participants' learning. To promote team learning, an environment will be created to explore and share valuable experiences in the training sessions.
