Social and environmental assessments and good safeguard practices should be a well-established element of project preparation and implementation processes. The government of Nepal (GoN) is committed to addressing safeguard requirements while designing and implementing any development projects that could have adverse social and environmental impacts, however, safeguard provisions are scattered in several GoN acts, rules, and guidelines.
In Nepal, the safeguard performance of development programs and projects seems very poor. That is why, ADB’s Nepal Country Partnership Strategy has emphasized the need for improvement in such performance of projects funded by it. There is an urgent need to develop capacity in key agencies and to meet an immediate requirement for better environmental and social safeguards policy provisions. The TNA conducted by the Capacity Development Resource Center in 2017 has also indicated the lack of knowledge and skills in environmental and social safeguards.
In this regard, the training program on environmental and social safeguards has been designed to impart safeguards-related knowledge and skills to the participants to ease the portfolio performance.
Course Aim
This course aims to enhance the environmental and social safeguards knowledge and skills of the participants.
Objectives of the Course
At the end of this training program, the participants are expected to be able to:
• understand the legal procedures, principles, and provisions of safeguards; and
• implement the mitigation measures.
Course Contents
The training course will be organized to deliver the following contents:
• Environmental and social safeguards policy and principle
• Social Risk Assessment, Classification, and Categorization
• Environmental Monitoring
• Policy gaps between GoN and ADB and Challenges
• Inventory of Loss, Identification of Affected Persons, and DMS
• Reporting mechanisms
Training Approach and Methodology
Adult learning principles will be used to facilitate the learning of the participants. Particularly, instruction techniques such as interactive lectures, group exercises, and plenary discussions will be used to enhance participants' learning.
