Effective environmental and social safeguard practices are essential for ensuring that development projects are implemented responsibly, sustainably, and in alignment with international standards. Strong safeguard systems help minimize environmental and social risks, protect communities, and enhance the long-term sustainability of investments. They also promote transparency, accountability, and responsible project management while reducing the likelihood of adverse impacts on people and ecosystems.
The Asian Development Bank (ADB) is a key development partner of Nepal, supporting major infrastructure, energy, transport, and capacity development initiatives. ADB’s SPS (2009) sets mandatory environmental and social safeguards for project implementation, but ADB-financed projects in Nepal often struggle with risk assessment, monitoring, consultation, OHS compliance, and timely reporting. Differences between national systems and ADB requirements often create gaps that need to be addressed through enhanced capacity and practical understanding.
This training program aims to strengthen the capacity of project teams, consultants, and officials engaged in ADB-assisted projects to effectively apply environmental and social safeguard principles throughout the project cycle. The training provides a comprehensive understanding of ADB safeguard policies, tools, and procedures, supported by hands-on group work, case exercises, and a field visit to enhance practical learning.
Course Aim
The aim of this course is to enhance participants’ knowledge and practical skills in applying ADB’s environmental and social safeguard requirements.
Course Objectives
Upon completion of this program, participants are expected to be able to:
• conduct environmental and social risk screening, assessment, and categorization
• prepare safeguard documents such as Due Diligence Reports, Resettlement Plans, IEE/EMP, and monitoring reports; and
• apply safeguard practices during implementation, including OHS measures, stakeholder engagement, grievance redress, and field-level compliance monitoring.
