Introduction
Efficient and transparent procurement practices are crucial for ensuring the timely and cost-effective implementation of development projects. Sound procurement systems promote value for money, accountability, and integrity while minimizing risks of mismanagement and inefficiency. Asian Development Bank (ADB) is one of Nepal’s major development partners, supporting a wide range of infrastructure, governance, and capacity development projects. ADB’s New Procurement Framework (NPF) provides clear policies and procedures to guide executing and implementing agencies in planning, conducting, and managing procurement activities under ADB-financed projects. In Nepal, while several projects are supported by ADB, implementing agencies often face challenges in complying with ADB’s procurement requirements, particularly in areas such as procurement planning, bidding document preparation, evaluation, contract management, and reporting.
In this regard, this training program is designed to strengthen the capacity of officials and project staff engaged in ADB-assisted projects to effectively apply ADB’s procurement principles, methods, and procedures, including MPC. It will provide participants with a comprehensive understanding of NPF and practical skills in managing procurement processes—from planning to contract administration while incorporating risk-based thinking and value-for-money considerations. The training will also cover the fundamentals, risk assessment, and key components of the MPC framework, enabling participants to apply structured, transparent, and objective evaluation methods that improve procurement quality, efficiency, and accountability in project delivery.
