Timely submission of quality audit reports strengthens fiduciary assurance, enhances transparency, and supports uninterrupted fund flow. Strong financial governance mechanisms help reduce fiduciary risks, prevent disbursement delays, and improve overall project performance. Resolution of audit issues and efficient disbursement management play a particularly important role in projects financed by development partners such as the Asian Development Bank (ADB). Successful implementation of energy sector projects depends on adherence to ADB financial management policies, timely audit submissions, and effective follow-up on audit findings. Agencies such as the Nepal Electricity Authority (NEA) must maintain strong financial management systems, clearly understand audit requirements, and ensure that corrective actions are implemented in response to audit observations.
This seminar focuses on strengthening the capacity of officials involved in financial management of energy projects financed by the ADB, particularly within the NEA. The program covers ADB financial management policies, audit requirements, and consequences of delayed or poor audit submissions. It also includes a review of audit observations to identify recurring issues, agree on corrective actions, and establish governance mechanisms for audit resolution. In addition, the seminar enhances participants’ understanding of key disbursement procedures such as Direct Payment, Letter of Credit, and Commitment Letter through practical discussions and case studies to support timely and compliant fund management.
