Introduction
Effective contract management is essential for ensuring that development projects are completed on time, within budget, and in accordance with agreed standards. Strong contract management practices help safeguard value for money, promote accountability, and minimize the risks of delays, disputes, and cost overruns. They also ensure that contractors, consultants, and implementing agencies fulfill their responsibilities as outlined in the contract documents.
Contract management plays a critical role in projects supported by development partners such as the Asian Development Bank (ADB). Successful delivery of works, goods, and consulting services depends on proper monitoring, timely decision-making, and systematic administration of contract provisions. Executing and implementing agencies must be familiar with contractual obligations, conditions of contract, and procedures related to variations, payments, performance monitoring, and dispute resolution. However, in Nepal, many projects face challenges due to limited technical capacity, unclear contract interpretation, weak documentation, and delays in approving contractual actions, all of which affect project performance.
This training program is designed to enhance the capacity of officials and project staff involved in contract administration under ADB-financed projects. It provides participants with a practical understanding of contract provisions, standard procedures, and essential tools required for effectively managing contracts from award to completion. The training also emphasizes problem-solving skills to address real-world issues such as variations, claims, extension of time, and contractor performance.
